Mayor, disbursing officer trade raps

BACOLOD City – Mayor Marvin Malacon of EB Magalona, Negros Occ. denied on Dec 21, 2018 accusations that he mauled their municipal disbursing officer over cash flow issues of the municipal government.

John Rey Gamboa, 39, claimed in a police blotter report dated Dec 20, 2018 that the incident happened inside Malacon’s office on afternoon of Dec 19.

Gamboa said Malacon accused him of spreading rumors that the mayor stole P2.5 million in cash advances of a certain Fretzie.

The disbursing officer further claimed that the mayor punched his left shoulder and kicked him while threatening to shoot him.

Malacon denied the accusations in a press conference on Dec 21, saying he summoned Gamboa to his office because of rising complaints against the disbursing officer.

“We have documents signed by the employees who complaining against him,” Malacon said.

The mayor claimed that Gamboa allegedly disbursed the cash at his whim like the release of the salaries of the municipal employees.

“Bisan tyempo manweldo, indi sia manweldo kay ga-claim sia nga alang-alang,” Malacon added.

He said Gamboa usually completes the payroll on payday, thus delaying the salaries of municipal workers.

He also accused Gamboa of being absent for days.

Malacon said that when he confronted Gamboa about the complaints from fellow workers, the latter his voice at the mayor.

“Never ko gin-tandog ina nga bata kay ka gamay sina nga bata. Kon gin-sumbag ko sya, guro lipong e,” he added.

He also noticed that a lawyer and a journalist accompanied Gamboa at the police station.

Malacon said he can forgive Gamboa if the latter apologizes in the spirit of Christmas.
