BACOLOD City – The runway of the Bacolod-Silay Airport will be temporarily closed today, Nov 9, 2018, due to the scheduled Airport Emergency Plan (AEP) simulation exercise (SIMEX) from 8 a.m. to 12 noon.
Ofelia Leonardo, spokesperson of the Civil Aviation Authority Office (CAAP) of Bacolod-Silay Airport said that the runway will be closed for four hours.
The SIMEX, spearheaded by the CAAP, is a full scale emergency exercise, Leonardo said.
She added that it is being conducted for about five years already but this is the first time that the CAAP-Bacolod-Silay Airport will hold this activity due to budget constraints.
She explained that the activity needs a budget of a million pesos.
Through the SIMEX, the CAAP-Bacolod-Silay Airport will be graded by the evaluators identified as Aerodrome and Air Navigation Safety Oversight Office (AANSOO), who are composed of the technical personnel from the office of the CAAP general director.
The ANSOO are the ones assigned to issue a certification to an airport that can handle airport disaster or emergency.
Leonardo said that the certification is a requirement in the International Civil Aviation Authority Organization.
She added that the CAAP-Philippines should meet the requirement in order for the country to fly in Europe and America.
Leonardo explained that there was an instance that the Philippine Airlines was not able to fly in Europe and America because of this requirement.
Recently, a SIMEX was already conducted in the Aklan Airport in Kalibo.
