New top cop in city bares command scheme

SENIOR Supt. Martin Defensor is ready to take the Iloilo City Police Office (ICPO) and the responsibilities and challenges that come along with it.

Defensor will be installed as the new ICPO chief, replacing Senior Supt. Henry Biñas.

Prior to his ICPO assignment, he headed the PNP Regional Headquarters Support.

Defensor said he has set some “directions” when he helms the ICPO.

“I have conceptualized this a long time. It’s just a simple scheme that would cover four areas,” he added.

Defensor said he would follow the inward, outward, upward, and downward scheme.

By inward, he explained the importance of internal discipline and other concerns within the organization.

“Outward means our responsibilities to the public that we serve,” he added.

Defensor said upward refers to compliances with orders from the higher headquarters while downward refers to the command on his subordinates.

Defensor is a member of the Philippine National Police Academy (PNPA) Class 1993.

He was born in Jaro, Iloilo City but his family hails from the towns of Mina and Janiuay in Iloilo.

He was assigned in Iloilo in 2015 at the Regional Comptrollership Division.
