Mayor says charges are politically motivated

ROXAS CITY, Capiz – “The charges filed against me were purely politically motivated.”

This was the reaction of Mayor Receliste Escolin of President Roxas, Capiz in answer to the cases filed against him by former vice mayor Alfonso Golero.

Escolin said Golero’s legal actions against him aim to sabotage the projects and improvements he is implementing in the town.

Escolin has filed his counter-affidavit to the administrative and criminal complaints Golero filed with the Office of the Ombudsman in the Visayas.

Golero accused Escolin of violating Republic Act 917 (Philippine Highway Act of 1953), abuse of authority, and grave misconduct.

The charges stemmed from the streetlights Escolin installed along the national highway dubbed (Iloilo-Capiz road) which Golero labeled as illegal.

Under the said RA 917, Golero said the local government unit of Pres. Roxas cannot implement a project along the national highway because it is under the jurisdiction of the Department of Public Works and Highway (DPWH).

Aside from that, the former vice mayor also accused Escolin of traveling outside the province sans approval of the governor.

The two complaints were just part of the slew of charges Golero filed against the incumbent mayor since the latter assumed office in July 2016.

But the mayor said he coordinated with the DPWH before he installed the streetlight along the national highway. He also denied he failed to get approval from the Officer of the Governor when he travels.

“I have documents here that I sought travel approval from the governor but the provincial administrator failed to sign the travel document,” he added.

Meanwhile, Escolin said he is planning to ask the Sangguniang Bayan of President Roxas to declare Golero a persona non grata because of his action.

He said the plan would be push through once Golero assumes as punong barangay of Cabug-Cabug.
