Manual seeks to beef up disaster preparedness of LGUs

ACTIONS of local government units (LGUs) in Western Visayas in terms of disaster preparedness and response will now be strengthened with the launching of the Enhanced Operation L!STO Manual of the Department of the Interior and Local Government (DILG).

The DILG alongside LGUs and member agencies of the Regional Disaster Risk Reduction and Management Council (RDRRMC-6) launched the Operation L!STO Disaster Preparedness Manual Version 3 on Mar 20, 2019 at District 21 Hotel, Iloilo City.

DILG-6 Regional Director Eng. Ariel Iglesia said the enhanced version included the preparedness guide or checklist for governors which contains general and minimum preparatory actions for the provinces.

“In 2014, the first edition was released, it only focused on the preparedness check list for mayors and DILG field officers, chiefs of police and Bureau of Fire and Protection. In this enhanced version, we added a checklist for governors,” he said.

The Department of the Interior and local Government (DILG), through the Local Government Academy (LGA), initiated Operation L!STO in 2014 in a bid to strengthen disaster preparedness of local government units.

It is an umbrella program of the DILG Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) DRR-CCA which aims to develop the capacities of LGUs to become resilient and safe communities as well as household that are self-reliant while building internal capacities.

The Operation L!STO is composed of Listong Pamahalaang Lokal which aims to institutionalize protocols and standards for disaster preparedness, Listong Pamayanan which aims to establish and implement community simulations and drills, and Listong Pamilyang Piipinowhich aims to capacitate households to be self-reliant by being aware of their hazards and risks, and appropriate actions to be taken.

The three components were incorporated in the enhanced manual.

Meanwhile, the newest addition to the manual which is the preparedness guide for governors falls under Listong Pamahalaan Lokal component.

The manual institutionalize minimum Disaster Preparedness Standards and Protocols that serve as guide for Local Government Units as they prepare for disaster.

According to Robert Lim of DILG-Central Office Disaster Information Coordinating Center (CODIX), aside from the added check list for governors, the actions of the LGUs are now time bounded and more specific.

“On the enhanced version, marami siyang features na binago at inenhance ng maiigi. Yung actions sa checklist time bounded, hinati mas naging detalyado ang mga actions na gagawin ni LGU primary because of the experience brought about by recent calamities like Ompong,” he said.

Lim added that the three components of the manual would complement each other particularly in implementing specific actions.

“The Listong Pamilyang Pilipino, checklist will guide the family on what to prepare in times of calamities, where they need to go and what to bring kung kailangan na ng forced evacuation. These actions can be complemented by, Listong Pamayanan and the checklist for mayors under the Listong Pamahalaang Lokal,” he said.
