ROXAS CITY, Capiz – Malacañang has acted on two administrative complaints filed against Capiz Gov. Antonio del Rosario for alleged graft and gambling inside a casino.
Complainant Essex Quintia of Poblacion Ilaya Dao, Capiz said he filed the cases against del Rosario for allegedly violating Republic Act 3019 (Anti-Graft and Corrupt Practices Act) and Memorandum Circular No. 6, series of 2016, which prohibits public officials from “going to, entering, staying or playing in gambling casinos.”
In a phone interview, Quintia said the Office of the President told him to substantiate his claims by submitting documentary evidence.
When sought for comment, Del Rosario said he will call for a press conference to explain his side.
The RA 3019 case against del Rosario, which docketed as OP-DC Case No. 18-L-134, pertains to the contract between the Capiz provincial government and Perlite Security Agency allegedly owned by the governor’s sister, Carmen del Rosario-Andrade.
Quintia said the deal also violated RA 9184 (Government Procurement Reform Act) as it did undergo competitive bidding.
The second case against del Rosario, docketed as OP-DC Case No. 18-L-135, accused the governor of attending the URL World Pitmasters Cup 2017- a big time cockfighting event held at the Resorts World Hotel and Casino in Pasay City. The governor is a known cockfighting aficionado.
Quintia said he was able to secure a video clip from a radio station showing del Rosario seated at the front row of the gallery.
The complaint said he submitted his evidence to the Office of the Deputy Executive Secretary for Legal Affairs which is handling the case.
According to Quintia, del Rosario also frequents the Resort World and the Solaire Casinos in Manila and gambles only at the VIP section of the casinos where only high rollers are allowed.
“I sincerely believe in the call of President Rodrigo Duterte that every Filipino must contribute his shares in the efforts to eradicate corruption, a malignant disease that destroys our society”, Quintia stated in his complaint. “Because of that belief in the sincerity of the President, I am requesting the Office of the President to please conduct an investigation on any administrative law violations committed by del Rosario”, he added.
