THE Department of the Interior and Local Government (DILG) has completed the conduct of basic federalism orientation in 180 barangays in Iloilo City.
DILG-Iloilo City Director Ferdinand Panes said they have started the orientation on Federalism 101 since the assumption of office of Pres. Rodrigo Duterte.
“We are teaching them the basic – what federalism is all about, the countries in which federalism succeeded compared to the presidential form of government, and its structure,” Panes said.
The DILG officer said they spent about an hour orienting the barangay officials on the proposed new system of government. They also provide the local officials the guide to Federalism 101 so they could relay it to their constituents during assemblies.
“The concern of the village officials is on the existence of barangays once federalism takes effect because it was floated before that the barangays will be abolished. But we assured them that it will not happen but it will even strengthen the local economy because the budget will be localized,” he said.
Panes said the second round of orientation might already contain the Draft Federal Constitution crafted by the Consultative Committee (ConCom) last month.
The committee chaired by former Chief Justice Reynato Puno was created by President Duterte to review the 1987 Constitution.
But Panes said that while the Draft Constitution has yet to be approved by the Congress, they will use the basic idea in campaigning for federalism.
In preparation for the all-out campaign, the DILG also created this year a project management office called the Center for Federalism and Constitutional Reform (CFCR). It shall oversee and spearhead the nationwide public information and education drive on federalism.
“We are ready anytime. We want to discuss federalism,” he said.
Meanwhile, Panes refrained from commenting on the controversial federalism video and jingle “pepedederalismo” of Presidential Communications Operations Office (PCOO) assistant secretary Mocha Uson with a pro-Duterte blogger.
The video got flak for lewd movements and suggestive lyrics.
