Grant program for closed building operators, (SVOG), under the Financial Aid Act for Small Businesses, Nonprofits and Headquarters Hardest hit, and amended under the U.S. Bailout Act.
The program includes more than $ 16 billion in indoor grants administered by the United States Small Business Administration (SBA) Disaster Assistance Office (SBA).
Applicants who meet the criteria may qualify for grants equal to 45% of their total earned income, with the maximum amount available for a single grant of $ 10 million. $ 2 billion goes towards standards-fulfilling apps with up to 50 full-time employees.
Who can apply for this assistance?
- Live performance site operators or promoters
- Theater producers
- Live performing arts staging operators
- Museum operators
- Movie theater operators (including landlords)
- Talent actors
Other requirements to highlight:
- The venue should be operational as of February 29, 2020
- The place or developer that received the PPP loan on or after December 27, 2020, their SVOG will be reduced by the amount of the PPP loan
How much is the help?
Scholarship amounts will reflect any of the following:
- For the eligible entity operating as of January 1, 2019, the grants will equal 45% of their total income for the year 2019 or US $ 10 million, whichever is lower.
- For the entity that fulfills the requirements and started operating after January 1, 2019, the grants will be for the average monthly gross income for each full month in which they were working during the year 2019 multiplied by six (6) 10 million OMR, whichever is less.
How to apply?
Those who suffered the greatest economic loss will be the first applications processed according to the following schedule:
- First 14 days to award the grant: Entities that experienced an overall loss of revenue of 90% or more between April 2020 and December 2020 due to the COVID-19 pandemic.
- The following 14 grant days: Entities that experienced an overall loss of revenue of 70% or more between April 2020 and December 2020 due to the COVID-19 pandemic
- Starts 28 days after the first and second priority is accorded: Entities that incurred a loss of earned income of 25% or more between the 2019 quarter and the corresponding 2020 quarter.
- Available after all priority periods have expired: Priority 1, 2, and 3 round winners who incurred a revenue loss of 70% or more during the most recent calendar quarter (as of April 1, 2021 or later).
How can I use the funds?
- Salary costs
- Pay the rent
- Utility payments
- Scheduled mortgage payments (not including principal prepayment)
- Scheduled debt payments (does not include prepayment of capital on any debt incurred in the normal course of business prior to February 15, 2020)
- Labor protection expenses
- Payments to independent contractors (not to exceed $ 100,000 in annual individual employee compensation for an independent contractor)
- Other regular and necessary business expenses, including maintenance costs.
- Administrative costs (including fees and licenses)
- Local and local taxes and fees
- Operating leases are effective from February 15, 2020
- Insurance payments
- Advertising, transfer of production and capital expenditures related to live theater production or performing arts production. (It may not be the primary use for funds)
Recipients cannot use grant funds to:
- Real estate purchase
- Repayment of loan payments that arose after February 15, 2020
- Make investments or loans
- Make contributions or other payments to or on behalf of political parties, political committees, or election candidates.
- Pay for any other use that the administrator forbids
Trader record keeping
Recipients will be required to maintain documents that demonstrate compliance with SVOG software requirements. They must keep employment records for four years after receiving the grant and keep all other records for three years.

Note: Another source that New York City has launched to help art organizations is the Open Culture or Open Culture program launched by Mayor Bill de Blasio to allow outdoor performances during the spring. Cultural organizations that meet the criteria can apply to produce shows and art programs on specific streets starting March 1, and the program will run until October 31, 2021.
