DILG launches enhanced ‘Operation Listo’ manual

THE Department of the Interior and Local Government (DILG) formally launched the newest edition of its disaster preparedness plan dubbed Enhanced Operation L!STO Manual in the city and province of Iloilo.

Director Teodora Sumagaysay of DILG – Iloilo said the DILG is the lead agency in disaster preparedness as mandated by Republic Act 10121 (Philippine Disaster Risk Reduction and Management Act of 2010).

According to Sumagaysay, the DILG through the Local Government Academy (LGA) institutionalized Operation LISTO Program in 2015 with three main components that include Listong Pamahalaang Lokal, Listong Pamayanan at Listong Pamilyang Pilipino.

“Given the unpredictable climate and hazard that all of us are exposed nowadays, the LGA conducted a series of consultation with national government agencies, local government units, private sectors, and academe and this resulted to the newest edition of the disaster preparedness manual,” said Sumagaysay during the provincial and city launching of Enhanced Operation LISTO Manual and Disaster Resilience Dialogue on April 10, 2019 at SM City Iloilo.

The event was attended by DILG 6 officials led by Director Ariel Iglesia, City Mayor Jose Espinosa III, Iloilo City Police Office Director Police Col. Martin Defensor and representatives from local government units and other partner national government agencies, academe and media.

Sumagaysay underscored the importance of holding the city and provincial launch to provide an overview of the latest version and a venue to discuss current issues in terms of disaster. 

It was also an opportunity to strengthen the commitment of the members of the local Disaster Risk Reduction and Management Councils.

“This afternoon as we faced the challenges of disasters we hope to further reinforce our partnerships, integrate our efforts to cause the widest dissemination of the Enhanced Operation LISTO Manual and create awareness on disaster risk reduction in our homes, in our communities and in our local government units,” said Sumagaysay.

In his message, Iglesia challenged the local chief executives and partners in the implementation of disaster preparedness actions in Western Visayas to properly implement Operation Listo.

“We are at the forefront of disaster preparedness, thus, DILG is trying to exact accountability so we can achieve zero casualties and be able to build resilient communities. Let us properly implement Operation Listo,” Iglesia said.

He said Operation LISTO launching will also be conducted in other provinces of the region soon.

Earlier, Iglesia together with DILG Assistant Regional Director Maria Calpiza Sardua cut the ceremonial ribbon to open the exhibit being mounted at the 2nd floor of SM City Iloilo as part of the launch.
