Policeman charged for ‘fondling’ teen detainee

A POLICEMAN accused of molesting a teenage detainee of the Mandurriao Police Station lock-up cell in Iloilo City was slapped with an administrative charge.

Allen Camering, National Police Commission (Napolcom-6) pre-charge investigator and spokesman, said an administrative case for grave misconduct was already filed against Police Officer 3 (PO3) Miguel Jancilan.

The 19-year old complainant, a resident of Barangay Nazareth in Buenavista, Guimaras, personally went to the Napolcom office and signed the letter of complaint and certificate of non-forum shopping.

According to the teenager, she was detained at Mandurriao PNP lockup cell for shoplifting raps in January 2017.

At around 1:30 a.m. of Jan. 28, Jancilan arrived at the station.

The policeman, who was allegedly reeking with liquor, went to the detention cell and woke her up.

The complainant said Jancilan acted crudely when he entered the cell.

The cop allegedly uttered vulgar statements and later fondled her beasts.

Footages from the closed circuit television (CCTV) camera showed Jancilan talking to the complainant.

As to the alleged fondling episode, the camera wasn’t able to clearly capture episode.

Jancilan used to be an intelligence officer of Mandurriao PNP.

But when the incident happened, he was taking a Close Protection Course and was assigned at the Regional Personnel Holding and Accounting Office (RPHAO) at Camp Delgado in Iloilo City.

Senior Superintendent Remus Zacharias Canieso, Iloilo City police chief, has nullified the order allowing Jancilan to undergo training.

He was also made to surrender his firearm and was reassigned at the ICPO headquarters.
