ILOILO CITY Mayor Jose Espinosa III halted the procurement of the P25-million Intelligent Transport System (ITS) in order to review the project’s practicality.
Espinosa said he views the ITS project as “disadvantageous” to the city.
“Gin-cancel ko na sina. Tam-an kadako (sang amount), sa akon pamatyagan indi doable in the meantime. Wala pa man na-release ang P25 million. Daw indi ko satisfied, tan-awon ta lang anay,” Espinosa said.
“It’s a big amount kag basi waay man ina mabulig sa aton nga traffic.”
He clarified that the project will not be canceled, “only the procurement”.
Espinosa said he considers the project controversial, thus he wants to know its details and study the procurement process, the equipment to be used, among others.
The ITS is a pet project of dismissed mayor Jed Patrick Mabilog patterned after Davao City’s ITS.
The P25-million budget will be used for the procurement of the system hardware, cameras, traffic count equipment, message signs, program software, set up of control room, among others.
KIV Marketing of Makati City won the bidding against Safe Satellite which is based in Pavia, Iloilo.
The city was planning to pilot the ITS along Benigno Aquino Avenue in Mandurriao district.
Espinosa said he does not want his predecessor’s project to backfire on him in case it will be ineffective.
While the project has been awarded, Espinosa said he has the power to review it even if it was already approved.
“Tanawon ko liwat. Indi na akon (project) kag kadako nga amount, gusto ko lang mabal-an kag matan-aw,” he stressed.
Espinosa said they need to study the real cause of traffic problems in the city.
He said he asked the United States Agency for International Development (USAID) for a grant to fund the feasibility study on the city’s traffic situation.
“Before you can get a solution (to the traffic), you need to know the problem. Unless there is a comprehensive traffic study, indi mo gid na masolbar,” the mayor said.
In gist, the mayor views the ITS as a solution to a problem that has yet to be identified.
“Nag-jump na ta sa ITS wala ka pa gani study… Ngayo ta anay sang feasibility study, and amo na ang pag-implement sang traffic signalization, computerization, etc.,” he said.
