A TECHNICAL Working Group (TWG) was created to ensure the transparent implementation of a P25-million program that would help improve the traffic and transport system in Iloilo City.

City Administrator Hernando Galvez told City Hall beat reporters that Mayor Jed Patrick Mabilog already approved Executive Order 003, Series of 2017 creating the TWG for the procurement and establishment of Intelligent Transport System (ITS).

The TWG will be composed of the City Engineer and TMTRO chief with representatives from the academe, PNP, Department of Public Works and Highways (DPWH) and Land Transportation Office (LTO).

The TWG will ensure the implementation of the ITS project is transparent and according to the traffic management goals of the city.

TWG will guide the Bids and Awards Committee (BAC) in the procurement process and in the eventual implementation of the project, said Galvez.

The ITS is a traffic engineering and management system that requires geometric improvements, pedestrian facilities, traffic surveillance, accident prevention, traffic safety education and traffic enforcement.

It includes a signal control system, travel time prediction, road maintenance, intelligent parking incident detection, and bus scheduling assistance, among others.

The city’s version of the ITS is not as sophisticated as that of Davao City as the city would need at least P100 million to install a similar system alone, excluding the command center.

Mabilog earlier said the 2017 budget allocation for the ITS is for the fixed speed gun and CCTV cameras that will monitor speed limit of motorists in a portion of Benigno Aquino Avenue. The equipment will be installed along UP Visayas-Infante flyover to Sambag in Jaro district.
