ILOILO governor Arthur Defensor Sr. forgot to define the prevailing peace and order situation in the province.
This was the assessment of 1st District Provincial Board member Gerry Flores, a known ally of former governor Niel Tupas Sr. after Defensor delivered his second State of the Province Address (SOPA) August 8.
Flores also lambasted Defensor for hitting the Tupas administration as corrupt. (See related story on front page.)

Board Member Hernan Biron Jr. (4th District) and Board Member Nielo Tupas (5th District) did not attend Defensor’s SOPA.
Biron is the younger brother of Iloilo 4th District Rep. Ferjenel Biron, who is running against Defensor in the upcoming May 2013 elections.
Tupas is the son of the former governor, who is also set to make another campaign for governor in 2013.

Meanwhile, the Capitol’s Session Hall was crowded with various government officials and the private sector.
Among those present was Anilao Mayor Ma. Teresa Debuque, president of the League of Municipalities of the Philippines (LMP-Iloilo).
Also seen was former 1st District Rep. Oscar “Oca” Garin Sr.
Heads of different government agencies, business groups, the academe, and non-government organizations (NGOs) also attended Defensor’s second SOPA.
