THE OFFICE of the Ombudsman Visayas had asked former Iloilo capitol administrator Manuel Mejorada to answer the charges filed by Jeffrey Celiz regarding his non-filing of his Statement of Assets and Liabilities Networth (SALN) within 10 days from receipt of the order.
The Ombudsman order dated April 17, 2012 was received by the complainant early this week requiring Mejorada to submit proof of service of his counter affidavit indicating his full name, salary grade, actual designation or position and residential address.
Celiz, a city hall employee, complained that Mejorada, provincial administrator during the time of former governor Niel D. Tupas Sr. until May 2010, failed to file his SALN for five years, notably in 2004, 2005, 2006, 2007 and 2008. Mejorada was only able to file a joint SALN with his wife Droliza Alabe Mejorada in 2010.
Celiz said he will use a certification from Alma Ravena, chief of the capitol human resource office, indicating that Mejorada has no copy of SALN record at the personnel office at the time when he was still the provincial administrator.
The Ombudsman order was signed by Assistant Ombudsman Virginia Palanca-Santiago with assigned investigator of the case, Elpido Montecillo, graft investigation officer and chief administrative officer-designate.
