Western Visayas is ‘carabao country’

By: Francis Allan L. Angelo

WESTERN VISAYAS remains the top producer of carabaos despite the downtrend in national production.

Based on data from the Bureau of Agricultural Statistics collated by the National Statistical Coordination Board (NSCB), Region 6 outranked other regions in volume of carabao produced in the country from 2010-2012.

Despite the decreasing volume in production, Western Visayas remained the top producer in the Philippines, accounting for 14 percent of the country’s total production each year.

In 2010, the region yielded 21,267 metric tons (MT) of carabao. It decreased by 3.5 percent to 20,524 MT in 2011 and 19,919 MT in 2012.

Lebin exits Iloilo soon

By: Tara Yap

THE OVERSTAYING top cop of Iloilo province may soon relinquish his post.

Senior Supt. Gil Lebin Jr., Iloilo Police Provincial Office (IPPO) director, has reportedly requested for a transfer of assignment to Mindanao after serving for two years and nine months in Iloilo.

Lebin’s extended stay in the province was due to the request of Governor Arthur Defensor Sr. to allow the police official to head the IPPO during the campaign period.

The PNP normally revamps key police officials during campaign period to avoid situations where officers who have been “over familiar” with politicians end up being used in politics.

TODAY, Philippine Health Insurance Corporation (PhilHealth) launches the new Case Type Z benefit package that gives substantial financial risk protection and totality of care for the treatment of catastrophic illnesses.

With the new benefit package, PhilHealth will pay for the whole treatment course of each PhilHealth patient-member/dependent who is confined of any of the four (4) conditions identified as catastrophic.

The Case Type Z benefit include early stage breast cancer and prostate cancer with low to intermediate risk, both with a package rate of P100,000; childhood acute lymphoblastic leukemia (standard risk) which will be paid at P210,000 and low risk end-stage renal disease requiring renal transplantation with P600,000 benefit package.

Availment of the package is initially through selected PhilHealth accredited Level 3 or Level 4 government hospitals that have signed a contract on the provision of specialized care.  These contracted and reference hospitals throughout the country will provide the mandatory services and other necessary services to achieve high survival rates and best outcome for the patient based on the approved clinical protocols of the Corporation.  The package will also cover payment for room and board, drugs and medicines, laboratory, operating room and professional fees.

In Region 6, the Corazon Locsin Montelibano Memorial Hospital (CLMMH) is the contracted facility for the treatment of breast cancer and Western Visayas Medical Center (WVMC) for acute lymphocytic leukemia and prostate cancer aside from breast cancer treatment.

Under the Z benefit package, PhilHealth members will be eased from the burden of paying for these expensive therapies.  A 100 percent support value for Sponsored Program (SP) members is guaranteed as the “no balance billing” policy is made applicable.  However, for non-SP members, fixed co-pay for each condition will be paid on top of the packaged amount.  Only one (1) quarter or three (3) monthly payments within the immediate six months prior to confinement is required for IPP and Employed Sector members.  While the Sponsored (SP) and Overseas Workers Program members and retirees or pensioners under Lifetime Member Program avail of the Z benefit package within the validity of their membership.

Upon diagnosis, PhilHealth member/dependent availing of the new benefit package will accomplish the Member Empowerment (ME) Form jointly signed by the patient or of the authorized representative and the health care provider.  The ME Form contains the information of the member, agreed diagnosis and treatment options, schedule of treatment and follow-ups, list of mandatory and other services, roles and responsibilities of the member, rules and limitations of the Z benefit availment and other information vital to the patient.  A tracking system is also made to monitor and ensure provision of all the medical services to PhilHealth members. The biggest loser

May 25,2013 12:46 AM

By: Artchil B. Fernandez

WHO IS the biggest loser in the last election? It appears the result of the election is a dangerous omen for Vice President Jejomar Binay. Many reputable analysts were saying the Vice President had a cold sweat when election returns trickled in and most likely the feeling turned worst when the outcome was concluded. A good lesson in life can be learned from this. Read more...

IN THE aftermath of the fatal shooting of a 65-year old Taiwanese fisherman allegedly poaching in Philippine waters with his boat crew, our overseas Filipino workers (OFWs) in Taiwan have borne the brunt of the backlash. Our OFWs have been threatened from being fired at work and deported.  Lately, they have been warned to stay home and not to venture outside for their safety from local reprisals. Read more...

Matter of flowers

May 25,2013 12:38 AM

By: Modesto Sa-onoy

This month is considered in the Philippines as the month of flowers. We do have Flores de Mayo which I partly wrote about last Monday in relation to the annual tradition of the Santacruzan.

I was struck by a quotation from Kuszuko Ukahora which was cited in the main frame during the photo exhibits by the Digital Photography and Imaging Society which opened at Robinson’s Place last Monday as well. Read more...
